      Provides the Ohio Works First Program, Ohio Food Assistance Program (federally known as the Supplemental Nutrition Assistance Program), Children Services, Child Support, Medicaid, Workforce Innovation and Opportunity Act services, and the Comprehensive Case Management and Employment Program.

    • Community Action Commission of Belmont County
      Provides over 25 programs to help low-income residents of Belmont County overcome poverty. Programming is offered in the areas of employment, housing, education, health, nutrition, transportation, childcare, and income management.

    • Opportunities for Ohioans with Disabilities
      Provides assessment, vocational evaluation, job training, job placement, and other necessary services to eligible individuals with disabilities with the goal of obtaining employment.

    • Senior Community Service Employment Program (SCSEP)
      Provided by the Zanesville Welfare Organization and Goodwill Industries, Inc., this is a part-time employment program for low-income persons age 55 and over. Program participants work at community and government agencies and are paid the federal or state minimum wage, whichever is higher. They may also receive training and can use their participation as a bridge to other employment not supported with federal funds.

      Provides employment and training assistance to veterans with disabilities.

    • Belmont College
      Provides post-secondary education through multiple certificate and associate degree programs, continuing education opportunities, financial aid assistance, career counseling, and workforce training and development for area businesses.

Jefferson County Educational Service Center Eastern Ohio ASPIRE

To provide high-quality basic educational services to assist students in acquiring skills to be successful in employment, training, college, high school equivalency test, English language acquisition, and self-sufficiency.
