Veteran Priority of Service

A U.S. Department of Labor regulation requires emphasis on Veteran Priority of Service as outlined in 20 CFR Part 1010. Priority of Service means that a covered person is given priority over a non-covered person for employment, training, and placement services provided under qualifying programs.

Depending on the type of service or resource available, priority may mean:

  • The covered person receives access to a service or resource earlier than a non-covered person.
  • If the service or resource is limited, the covered person receives access before or instead of a non-covered person.

This priority applies to Department of Labor funded employment and training programs, including services such as labor exchange, resume writing, job search workshops, labor market information, and career exploration.

Who Is Considered a Covered Person?

A covered person may include a veteran who served on active duty and was discharged under conditions other than dishonorable, and certain eligible spouses.

Examples may include an eligible spouse of:

  • A veteran who died of a service-connected disability.
  • A member of the Armed Forces serving on active duty who has been listed for more than 90 days as missing in action, captured in the line of duty by a hostile force, or forcibly detained or interned by a foreign government or power.
  • A veteran who has a total disability resulting from a service-connected disability.
  • A veteran who died while such a disability was in existence.
